IMMARBE issued Circular regarding the Implementation of RISK4SEA PSC Intelligence Platform

The International Merchant Marine Registry of Belize (IMMARBE) hereby informs all Shipowners/ISM Operators of the implementation of the RISK4SEA Port State Control Intelligence Platform at IMMARBE.

With the platform's implementation, vessel operators subject to PSC inspections can expect the following:
1. Communication: The system will notify operators about the likelihood of a PSC inspection and associated detention risks in the following categories:
• LOW RISK = PSCI is NOT expected and PSCI is Challenging.
• ELEVATED RISK = PSCI MAY be expected and PSCI is Challenging, in the specific call.
• HIGH RISK = PSCI SHOULD be expected and PSCI is MOST Challenging.

2. Self-Inspection Checklist: If a vessel is flagged for inspection, operators will receive a checklist covering tailormade items related to this specific port. These items are based on the most common deficiencies found that port and, will include items from any active concentrated inspection campaign. These items must be verified on board before arrival at the designated port.

REQUIRED ACTIONS FOR ALL OPERATORS:

  1. Dissemination: Shipowners and ISM Operators must inform ship masters about the contents of this circular.
  2. Checklist Compliance: Effective immediately, all vessels included in the RISK4SEA PSC Intelligence Platform must adhere to the recommendations and verify all checklist items on board prior to arrival.
  3. Evidence of Compliance: A copy of the checklist and photo report verifying the condition of the items in the list shall be submitted to IMMARBE’s Technical Department at inspections@immarbe.com before arrival at the notified challenging port.
  4. Any deficiency identified during the self-assessment must be addressed immediately prior to the risky port.
  5. In cases where the deficiency cannot be addressed, operators must inform the flag and RO for guidance on appropriate actions in accordance with the MMN-24-003r1 Guidance for Issuance of Short-Term, Extended Certificates by RO.

Failure to adhere to the requirements outlined in this notice or providing false information in self-inspection reports, as identified during inspections by Port State Control Officers (PSCO), may result in disciplinary actions by IMMARBE. These actions may include, but are not limited to:
a. Suspension or revocation of the vessel’s certification.
b. Imposition of fines or penalties.
c. Restrictions on the vessel’s operations or trading activities.
d. Other legal measures as outlined in the Belize Merchant Ships (Registration) Act (latest revision) and Statutory Instrument 56 of 1999 (as amended).
